This is one of the most common points of confusion for first-time builders, and it's rarely explained clearly: these are three different roles, and you may need all three, but not necessarily as three separate people.
The Three Roles, Defined Simply
An architect designs the building — layout, aesthetics, room placement, how the house looks and flows, and how it responds to your plot's light, view, and orientation.
A civil/structural engineer ensures the building stands up safely — calculating foundation requirements, structural loads, and how the design holds up against soil conditions, seismic activity, and (in hill terrain specifically) slope pressure.
A contractor actually builds it — sourcing materials, managing labour, executing the design and structural plan on-site, and coordinating the day-to-day construction process.
Why This Confuses People
In practice, a lot of overlap exists. Many contractors offer in-house architectural and structural design as part of their service — meaning you're not necessarily hiring three separate people, even though you're getting all three functions covered. Other times, people hire an independent architect first, who then either recommends a contractor or works alongside one the client selects separately.
Two Common Approaches, and Their Trade-offs

The advantage: no gaps or miscommunication between the designer and the builder, and one point of accountability for the whole project. The trade-off: your design options are shaped by that one team's style and process, rather than an unlimited external architect search.
Separate architect, then separate contractor. This gives you more design flexibility — you can choose any architect whose style you love — but it also means you're the one coordinating between two (or three) parties who may not have worked together before. On a hill project specifically, this raises a real risk: an architect unfamiliar with slope-specific construction may design something a contractor then has to significantly (and expensively) modify to actually build.
Why This Matters More on a Hill Plot Than a Plains One
On flat land, a design that isn't perfectly suited to construction realities is a moderate problem — the terrain forgives some mismatch. On a sloped hill plot, a design created without structural and site input from the start can require expensive redesign once a contractor or engineer actually assesses the ground it needs to sit on. This is exactly why we recommend involving structural and site assessment early, regardless of which route you take.
A Simple Way to Decide
- Want one accountable team, less coordination effort, and design informed by construction reality from day one? → A design-build contractor who offers in-house architecture and engineering
- Have a specific architect whose past work you love, and are comfortable managing coordination between multiple parties? → Hire the architect first, but insist they loop in structural/site assessment early — not after the design is "finished"
What to Avoid Either Way
Don't finalise a full architectural design before any soil or slope assessment has happened, if you're building on a genuinely sloped plot. This is the single most common source of expensive redesign we see, regardless of which route (design-build or separate architect) a client chooses.
